This is my 1 month old build

 

•i5 skylake processor

•asus mini itx aura motherboard

•ballistic sport lt 8gb single ddr4 2400

•450 watts silverstone psu

•gigabyte rx 480

•ssd 120 gb sandisk and wd 250 hdd

 

I build my first gaming rig about a month ago, i intended to play in a 40 inch led 1080p but i started to see very bad  screen tearing in every game. When i switch vsync on the screen tearing was gone but capped my game(gta 5) only at 30 fps even if i put all the setting to normal, my tv refresh rate is native 60 ghz  but i could not run any game at more than 30 fps so i decided to ignore screen tearing and play until my mom bought a 49 inch lg 4k smart tv so i decided to see if can play any game with v sync on at more than 30 fps  and it did nicely (gta 5, far cry 4,shadow of mordor) ran with v sync around 56fps to 60 everything was very smooth so much better than consoles i was very happy because it was the first time i got to play a game at more than 30 fps i noticed the difference right away everything was very smooth but tragedy came when i tried to play today all my game were capped at 30 fps no matter the settings. I tried everything screen tearing and vsync capping every game at 30 fps has been my biggest dificulty since the first day that i decided to sell my console and build me a pc i need help please ???????

What happens when you turn off GPU scaling?

Could you record a small video to show us exactly what happens? We'd be able to diagnose the problem a little better.

I will try to explain better i have a a 40 inch led tv native refresh rate of 60gz but with vsync on all games were capped at 30fps i changed for a lg 4k smartvtv 49 inch with vsync  on that tv was a stable 56-60 fps but today when i tried to play gta 5 or far cry 4 even at normal settings with v sync the maxium fps that i got was 30 and i think a rx480 can do better than that with v sync, with v sync off games run 80 fps ultra settings with screen tearing
