Laggy 4k playback i3 4130

Hey, I'm running into trouble where it seems my HTPC can't keep up but I'm unsure why, I have i3 4130 + 2x2GB DDR3 1333 mhz + 120GB SSD

 

When it comes to play back it lags and won't play smoothly, I'm certain a haswell i3 should be able to handle it and thinking it may be something else, any suggestions?

Yes it doesn't seem to be spiking above 50%, I've tried playback through VLC + windows 8 Default, The file is .mkv if that means anything.

Had the same problem with an much older pc and 1440p. I had to mess around with my codecs, to get it to work propperly. (I used Shark007 codec pack)
