Bad AMD Drivers?

So I have a weaker processor that is bottlenecked by my rx 480.  I have an AMD A10 7700k overclcoked to 4ghz and I like it because if I decide to get a new processor I will then have two computers.  So when I played bo3 back in august I got about 80fps maxed out.  Now I get about 30-40 and I'm thinking it the drivers for my gpu but I don't know because the gameplay isn't really smooth as I walk in and out of Buildings my fps goes up and down like a roller coaster.  What's sad is my CPU isn't even at 100%.  And they also removed the worker threads setting in the config.  What am I to do.
