What do you mean by "best"? The best "budget" case is any old new or used piece of metal & plastic that will hold your parts together. :)

 

For a "new" case:

It may be flimsy with sharp edges etc, but it is cheap (but ugly) and will work.

A sieve may not hold water, but it will hold another sieve.
