Cpu or Motherboard Problem?

My Pc isn't working anymore. When i press the power button, the pc turn on (The CPU fan is spinning) and i get a signal out for the MSI Boot Image. But after that nothing change. I Tried everything i could think of. Is it a CPU or Motherboard problem?

the one that connects you pc to the monitor

It works fine, i tried a standard VGA Cable and a HDMI all running out of the integrated GPU. But as I written the System was posting but nothing more

Could also be a RAM issue if you have more than 1 stick, try each one alone in a diffrent socket.
