Are you wanting to buy from a store locally or order online?
If locally, NCIX or Memory Express are generally the best.

If online, use PCPartPicker and just go with what's cheapest. They have a Canada setting.

Wait until Black Friday though, you'll save a ton of money (or spend the same and get better hardware).

Not really. Compared to Boxing Day, Black Friday generally has the best prices.

Boxing Day has been pretty lackluster the past few years.

It's a touch over your budget, but I'd go with this build.
The SSD will last you until you can afford to add additional storage.

Touch over your budget, but actually includes Windows, a mechanical keyboard and decent mouse, as well as a very solid PSU.
