Below is my current system. It's 1 year old right now and I actually wanted to replace the Ti because of 2 things:it's fan lock of 40% (it's pretty noisy) and it has no HDMI 2.0 port for my TV (which has a 3860 x 2160 @ 60Hz port). At the time I really wanted a CPU and Mobo that would go with me for a long(er) time. And I know at the time I made a wrong choice with the Ti, but now I am looking for a replacement. I still have now idea what i should look for when picking a GPU, besides having at least 1 hdmi 2.0 port and at least 1 display port. But for example i would love playing GTA V at 4k at 60Hz, Witcher 3 and the new Skyrim remastered at the highest settings. I do not play competitively nor do i need 1000 fps (so no CS:GO or COD for me.

But until now i don't know how to extinguish a good card from a bad card while only looking at the specs of each card. So that's why I have you guys. I also don't plan on replacing the PSU, but i think 450 is capable of atleast an extra 60-80 watt usage above the current system?

I want a card which doesn't make any noise (preferably the fans not spinning) when i don't do any gaming or anything intensive (so at 30-40 degrees, no spinning is preferred), can run above named games at max or near max at 4k @40+ fps, has at least 1 HDMI 2.0, and 1 DP 1.4 and maybe if possible RGB, or red LED? I am trying to keep it around 250 euros or 300 $ max. As I said i have little knowledge about GPU's and don't even know if my wishes can be met with 250 euros, but anything close to it would be a lot of help. Thanks!
