You don't need to upgrade anything TBH. Stock cooler works great for that CPU; I ran Aida64 and prime95 and temps didn't exceed 70, and I couldn't hear any noticeably loud or annoying sounds. You won't get any improvement isn't a 1060. I would say just buy games or whatever, and in ~2+ years you can just overall the entire machine with a kaby lake (or whatever is the current lga1151 CPU) and the newest GPUs.

No point in getting 1060 if you have 480. Get cpu cooler ONLY if you get annoyed by noise. You can adjust GPU's noice by fan curve when it's not under load, when it is under load (you are playing games) you probably have headset you can't even hear it :)

I only have earphone in the ear and can still here it and it get quite loud

like 50% speed  and my game have time when there is no music or sound like when I decide to chat

how odd some people are say to upgrade it

You can try adding case fans as intake to try making that gpu less hot

As you game the GPU will get hot, the fans will automatically spin faster to dissipate the extra heat. You can set a custom fan curve in MSI Aferburner but make sure the GPU does not exceed 70c after the fan curve or it will thermal throttle.

Explain loud. Is it like a whine, or fan noise?
