CPU usage is insanely high

I already checked what I have running in the background, and it's nothing that would cause my CPU usage to be so high. All I'm doing right now is Internet browsing and listening to a video on YouTube, and I'm getting spikes of up to 55%, which is not normal (keep in mind I have a 3570k).

 

The day before I was encoding video basically all day yesterday, so that was using up most of my CPU. I'm assuming that, that has soemthing to do with it, but I'm not sure. 

 

Anybody know what's up and how I can fix this?

that might be c1e ,c3 or eist driver doing its work on cpu freq

Hmm, as suggested above, could be your CPU simply going to idle mode if you're not doing much? You know turning Clock Speed right down and such, that sounds more likely.

To make sure it's not your CPU underclocking itself, let the system run with tasks that you were doing in the OP with CPU-Z running in the foreground.

Did you check in "processes" tab of task manager and with "show processes from all users" enabled?

To make sure it's not your CPU underclocking itself, let the system run with tasks that you were doing in the OP with CPU-Z running in the foreground.

Pretty sure it's not, because CPU-Z is showing my speeds staying around 3.6GHz.

Does the high CPU usage end if you close your browser?

it should be in processes, otherwise it's beyond the logic.

If it is not in processes it is most likely a rootkit and you are part of some botnet.

Have you ran CCleaner etc and virus scan? Or do you have anything scheduled? And why not posting pic from task manager. There's slight possibility that you have like 10 programs taking 2-5% of cpu usage thus making it 50% usage while you don't see it happening. Arrange processes by memory usage rather than cpu usafe since latter isn't really accurate measure.
