first off all this is not related to the issue but WHAT IS A 7770 DOING IN THE SAME CASE AS A 4980X but for the issue do you have an igpu ??

If you tell a big enough lie and tell it frequently enough it will be believed.

If you remove the GPU, and plug the monitor on your onboard graphics does it work?
if it doesm, then you have UEFI enabled, and your GPU isn't GOP ready (a requirement for taking full advantage of UEFI). In this case, look in the UEFI menu for "Compatibility Support Module (CSM)", and ENABLE it. If you don't have it, then disable "Fast Boot"

So there is no way to get to the BIOS/UEFI.

So defintily a manufacture error somewhere... each hardware should be tested on a working computer, unless your motherboard has debug LED screen code to tell you where it gets stuck or fails.
