Telstra Internet Drop out

So on and off for the last few month we have had the internet drop off. While recording my results i have been pinging google and my router. The results show drops outs too google.com by pinging it.
The results for the router doesn't drop but the ping hits 100ms to 200ms. When it's all running ok the results show <1ms to my router and no drop out to google.com

Would you say this could be an intermittent fault with the router or something to do with our ISP?

Note:
We have contacted our ISP and as they do, they state it's never their end.
