Payday 2 Big Problems

I've talked to some other people on the Steam forums and they seem to be having similar problems. Ever since the most recent update I'm getting lots of lag on the main menus and during gameplay when previously I have had none. I've been told that it may be an optimization problem. After some fussing in the settings it's somewhat better but when I try to play the game at the correct resolution (1920x1080) the entire screen jitters up and down and I've had no luck figuring out why this is happening. I'm using an Intel Core I7-6700 (non-k),  Radeon RX-480 8GB, and 16GB Ram. I've gone through Radeon settings and tried multiple setting arrangements and nothing seems to work.

I put the game out of fullscreen and the jittering stopped
