I've just bough a gtx 950 and it said "unplugged, only motherboard power needed"

 

What does that mean?

You don't need an external PCIE plug for it. The power delivered by the PCIE slot should be enough.

but is it a good idea to still connect the extra power cables if i'm going to overclock?

I don't believe it'll come with an external plug if it doesn't need it. Your call to plug it in if it does have them.

Aftermarket cards can still come with a extra connector for the prupose of OC. But that does depend on manufactor. Since you consider 950, maybe new 1050 is worth the wait. Should be a decent step up in performance, while needing less.
