Hi guys, not sure if this goes here or in the GPU subforum but whatever.

So I noticed that my msi twin frozor IV r9 290 is idling at 65c and throttling under load at 95c. This happens even in relatively non graphic intensive games. My I have a haf Xb Evo with Noctua nf-f12's running as intakes on the front at about 800rpm, so my airflow is decent.
Does anyone have any ideas as to what I could do to bring temps down?

Agreed. First, make sure the fans are actually spinning. But I would take off the heatsink, clean it properly, and reapply thermal paste.

Do you use MSI Afterburner to make fan profiles?
