Does the GTX 1060 Strix have an RGB led on the backplate?

Yes it does (but i think only at the side).

 

Depending on the Prices in your Country:

Gigabyte Xtreme Gaming is the best 1060 right now, comes with 4Years warranty, and extremely cool temperatures (similar to asus strix, maybe 2°C~ less. But it's alot quieter)

2nd best is MSI Gaming (X).

 

All of them have RGB LEDs.

No. Strange as it may be. Even the RX480 Strix has LED on the back plate. But not the 1060.
