Windows login

So today I got my hard drive and installed it in my laptop and did a fresh install of Windows 10. It worked fine this morning, but now I try to login and it says "welcome" for like 3 minutes and takes me back to the login screen. No errors or anything. Just kicks me back to the part where it says "enter password." I'm not sure what to do now

Stupid yet simple question of IT: have you tried turning it off and on again?

Tried it 18 times and 4 fresh Windows installes

Could you post a picture of what you are talking about,maybe it is just me but a little lost on what you are trying to explain.
