is 1.093v safe for pascal cards?

1.050v is default, people tell me that pascal cards are super sensitive to high voltage because of the 16nm architecture. 1.093v isnt that much more than 1.050v so would 1.093v be a safe perm overclock?

If you can keep your temps down while doing that, I would say yes. On my 970 I double that in mV and it did fine

Perfectly fine. You're not going to get anymore than that either.
