The only thing a format won't fix is mechanical/electrical gremlins.

Well I am only just seeing if it needs a low level format, I'm not 100% sure that its a mechanical problem, it's a SSD. It gets stuck at the boot screen even when your doing Windows Installs.

Try to set the SATA controller to IDE mode in the BIOS and see if it boots. If it does come back here with MB and SSD model numbers.
