You're probably right, but still. It's easy and quick. Paste application could have gotten screwed up. Maybe he lifted and it pulled a bit off in one spot, etc.

Just which was pre applied to the cooler.

ok surely that's why, buy this shit :

(it's a solid paste, use a hair dryer to warm it before you put it on the chip, it'll be easier)

Run OCCT for about 30 minutes.  No need to change any settings.  Just use the first "OCCT:CPU" tab and let it run as set.

Keep an eye on your temps.  If it stops running due to temps or crashes, you'll need some work.

Right I just did Maximus burn test and my average temp during the whole test was 78C at 4.65Ghz at 1.345V. I have also checked I bought cover for my new cpu and have spoke to the shop and they basically said return it and we will swap it. What do you guys think

What was the peak (max) temp reached on any of the cores?  You mentioned earlier that Core 0 got up to 86c.  Anything higher from it or any of them during the test?

No that specific core was always around that temperature during the whole test. The others we around 73-75C

Just like in any team event, your only as fast as your slowest man.  :D

So if you got an 86c on one core with your current voltage and an ambient temp of 14c, could you imagine what that temp would be if your ambient was around 20c or more?  It would be roughly 92c or higher.

With that said, I'm not saying that you need to return it, but if I knew for a fact that my cooling solution was solid, I would personally exchange that chip for another.

Thing is whenever I do anything that core is always hotter than the others. I'm tempted too return it and try my luck again. Maybe I just got a duff 1.

I would try that.  The one you have doesn't OC very well, so you might as well.

I'd try new thermal paste first! Since he just used the "stuff that was applied to the cooler."

Wait, do liquid coolers use thermal paste? <- Liquid cooling noob with absolutely no interest in liquid cooling.

yea they have a pre applied stuff to the copper plate. The quality I would say would be debatable.

Yes, and they usually use pretty decent paste.  Not the best, but far from the worst.  The quality difference isn't going to change his temps that much.
