All motherboards cap RAM speed at 2133 (at least on newer MoBos) and anything about 2133 is considered an overclock. so if you get 3000 MHz RAM, It will default to 2133 MHz and you will have to go into your BIOS and overclock your RAM to 3000 MHz

So, if i buy a Motherboard that has a memory standard of DDR4-2133, and RAM modules thats DDR4-3000, will the motherboard cap the RAM at 2133, or will they simply not work together?

It will automatically downclock to the JEDEC standard, which is 2133MHz (for DDR4 RAM).
