When I have experienced that kind of slowdown with my 970 it was from one of two things:

 

1. A bad driver install. When I have rolled back a bad driver using Windows to an earlier version I lost an enormous amount of performance. After using DDU in safe mode to clean out the driver and reinstalling my framerate went to normal again.

 

2. A bug in MSI Afterburner. One time MSI Afterburner crashed on me and it reset everything to the minimum value. So when I booted into Windows I had MSI Afterburner set to startup automatically and it went to like 500 MHz core clock by default. I think I just went and put the clocks and voltage back where I wanted them in Afterburner and things were fine again.
