Noctua fans are about as good as they come. My friends on his radiators are impressively quiet even at max RPM.

Well mostly Noctua fans are well used for that kind of thing.
But there's also other manufacturer.
Like cooler master and corsair.
So take ur pick.
-Cooler master silencio 120mm
-Corsair Ml series <- So overpriced

-Be quiet Shadow wing/Pure wing

-Thermaltake riing

Can vouch for Thermaltake riings, have the rgb's and feel it's a very minimal compromise of performance for appearance, if you're into that sort of thing anyway. Not the best price/performance ratio so the appearance would likely have to entice you to be worth it. If appearance isn't a concern, Noctua vomits are good performers.

Can't go wrong with Corsair SP120's quiet edition, or performance edition if you prefer. They cost about 25 USD on new egg for a twin pack depending on what you get, so they won't break the bank.  The PWM versions are around 30 USD for the twin pack.

SP120 QE's are alright. PE's are loud and not worth getting. The PWM versions aren't as smooth sounding.

I use the ones that came with my NZXT 340, I even got an extra fan from NZXT, I've tried some Corsair SP140's with red LED's, but I could not get over how rough they sounded compared to the whisper quiet NZXT's.

PC - NZXT H510 Elite, Ryzen 5600, 16GB DDR3200 2x8GB, EVGA 3070 FTW3 Ultra, Asus VG278HQ 165hz,

Endlessly wishing for a BBQ in space.
