If you mean mail in rebates that come on certain items they will instructions either on the receipt or look at the manufacturer's website to find out what you need to mail to them to get the rebate.

 

Usually you may have to send the receipt in to the manufacturer and they send a card, or check back. Look at the instructions to make sure you send what the manufacturer wants.

when they say they need a recit and say i bought http://www.newegg.com/Product/Product.aspx?Item=N82E16813132691&ignorebbr=1 would i just get a prepaid debt card and to get it would i have to send in the newegg receat

See what the manufacturer wants (look on their website), they will most likely ask for some sort of proof of ownership (so people don't get free money).
