What does this mean?

I had just run a hard drive diagnostic tool to see if my hard drive was "healthy." When the test finished, this message came up. If you can't see the whole thing, it says "Fail. Return code: 7." Does this mean that the test failed, or the drive is bad?

What tool did you use? Some aren't really capable of handling large drives.

I just used the built in one. When my system (Dell Optiplex SX270) was booting, I pressed F12 and it brought me to a boot menu, from which I proceded to run the IDE drive diagnostics tool. I don't have an OS on it yet, that's why I am running a diagnostic to see if it's my drive that's not letting me install Windows XP.
