So I have recently been thinking about getting a Oculus Rift. Before I buy one I have a few questions.

 

1. So Oculus has lowered the recommend specs so will my FX6300 & 960 4GB be able to run most games?

2. Is the Oculus actually worth it? (I can't get a HTC Vive in NZ as they are $2000 so not really worth it but I can get a Oculus Rift for about $900)

Reduction in recommended specs doesn't guarantee good performance. Best thing to do is check if there are any benchmarks online.

The GPU will actually hold you back as well since it may not render the necessary minimum. You can try the Steam VR demo to see where you stand.
