I have a Gigabyte Xtreme Gaming 980ti (http://ca.gigabyte.com/products/product-page.aspx?pid=5710#kf)

So I've a new problem that has begun to plague my computer. Every so often my GPU locks itself to either 405MHz or 595 MHz and will run at that speed until I restart my computer. NORMALLY it runs anywhere between 135MHz (idle) or up to 1430MHz (default "out of the box" speed under load). I've been able to overclock it as high as 1500+ (using the Gigabyte Guru II software). But for some reason over the last few weeks it has taken to locking itself at 405 or 595 now and again when switching between programs, or alt tabbing from games, or any other time where I adjust the GPU workload (I can play a game for hours at end at 1430MHz, but closing the game and opening another can sometimes make it lock itself down to one of those low numbers.

Its not a reporting issue as my fps in games definitely goes wayyy down (usually capped at 60 fps 100% of the time, but when its running slow its well below 30fps and is choppy). Its not a thermal throttling issue as it only gets to about 70C under normal operation and between 40-50C (fans turn on at 60C) when it operates at 405 or 595. I installed MSI afterburner a few weeks ago before these problems started to take a look at it in case I wanted to try using it instead of the GURU software to dial in overclocks, but decided against it and uninstalled it. If i had to guess the source of this issue would be conflicting software controls or something... but MSI afterburner is long gone from my computer. The extra bizarre thing about this "GPU frequency lock" is that I cannot adjust the locked speed even with my GURU software (i can turn the frequency as high as low or high I want and it will remain unchanged until a computer reset).

Any ideas? I'm considering a fresh windows install to make sure that afterburner is long gone, if that is indeed the source of the problem, but that is kind of a pain in the ass to do and there is no guarantee it will fix anything since I'm very sure afterburner already uninstalled properly (uninstalled via the "programs and features" section in windows 10).

might be a driver issue, have had that for years with multiple cards, sometimes the driver gets locked up.

I have no overclock currently on my card. 1430mhz is its normal operating range. I don't even normally run at 1500+ as 1430 is plenty for my 60 fps monitor. I figured out that 1500+ months ago and haven't really tried any OCing since (even when i downloaded MSI afterburner I didn't end up applying any modifications to my GPU, i was just exploring the software and looking at it, not changing any settings).

well i just left my card alone for a week (in terms of didnt even open any gpu software) and things seemed to return to normal. a driver reinstall would be a good idea
