GPU Power Help?

Hi guys,
I recently got a new GTX 1060 and whenever i play games i get this stuttering that occurs and its quite common. At first i thought it was a CPU bottleneck but then i checked and my usage never went past 80%. I then checked my GPU tweak and saw this (see pics attached) . The stuttering in my power draw and usage, is that normal? Thanks

Specs:

  • CPU: I5 4590
  • CPU Cooler: Hyper 212 Evo
  • GPU" Asus ROG Strix GTX 1060
  • Mobo: asrock B85M-Pro4 
  • Ram: Kingston HyperX 2x4gb 1866mhz
  • Storage: 1Tb Western Digital Blue hdd
  • PSU: Corsair V650
