I am starting a new channel on youtube and i dont know about the copyrights of music content like videos and songs,so i would like to know that the details of copyright about music content.Who do I have to contact for the copyright legal to get permission about the music content.And the penalty if violated

Who you have to contact depends on who holds the rights to the music. It could be either the artist, a record lable, a rights management company or whoever has bought the rights.

Getting the rights to use a song can also be very expensive.

 

I would advice you to just stick with copyright free music. A lot of which can be found in the YouTube Audio Library.

If you plan on doing commentary on each song, then that would fall under fair use, which means you don't have to get anyones permission to use the song. 

But be aware that fair use on YouTube is a nightmare of strikes eventhough it's legal. 

 

If you just plan on doing a top 10 with only the songs, then you either take the risk of getting strikes on yout channel or you just don't do it.

Then that isn't transformatory in nature and will be against the rightholder's copyright.

 

As I said, if you don't plan on doing commentary or critic you either have to risk strikes on your channel or you have to not do it.

Depends on what type of comments and how they're implamented. 

You can't just talk before the songs starts and then play the song in full. Your commentary has to transforme the song.

That means that you have to play short clips of the song and then cut to yourself talking and/or lowering the volume of the song so much it pretty much becomes muzak.

 

I have also heard some people argue that the commentary (or the transformatory action in general) has to relate to the copyrighted material, but I have no idea how that legally holds up.
