Computer parts upgrade? Which one?

Hey mane,

 

Got this rig on deck

 

- Gigabyte GA-Z97X Gaming 7

- i5-4460 3.2 (non-overclockable)

- 32gb system ram total

- Supernova 1000W PSU (powerful choice - said the vendor)

- Asus OC 2GB GTX-750TI graphics card

- 2 year old Kingston HyperX 240GB SSD (for running windows 10)

- 1 year old solid state hybrid drive (SSHD) Seagate Barracude 1TB storage space (I start some games from this drive)

 

GTA V runs at 25-30 fps on everything maxed on 1080p except MSAA it's only on x2 and shadows & glass & ambient occlusion & reflection MSAA are on lowest

 

I hate it when FPS drops below 30. Hell, I hate it when it's below 60 since my monitor refresh rate is 60 -.-

 

What should I change in order to get the best boost in terms of FPS?

1. GTX 1060 and maybe a used 4690k

2. GTX 1070 and used 4790k
