? so if I make this file and set the program it should work?

well, in a modern OS, it'll make executing the program one of the popup options (as with "open with file browser", and whatever else options your OS has) if that is even enabled to start with.

Oh ok. I'm looking to make it so it will automatically run the program right when it is plugged in.

lol this sounds very suspect. As @manikyath pointed out - you cannot do this anymore (Since about XP SP2 if I recall correctly). You could place a shortcut on the desktop so that when you plug the USB in you just click the shortcut if your objective is to just minimize a few extra clicks. It's a slight gamble because if the drive letter changes then the link will break.

Would help to know what exactly you're trying to achieve / your goal?

that doesnt happen, "for obvious security reasons"

You can make a script that will run a file on a usb drive when plugged it, but you would have to add it to every system.

you would have to make the computer look for it, the usb drive cannot (trough "legitimate" means) make the computer look for itself.
