(WINDOWS 7) Can't allow a program in firewall settings

I go to the windows firewall --> 'Allow a program or feature through Windows Firewall' --> Change Settings --> Allow another program --> Find it in the list (also tried browsing), then everything looks right, I tick the correct boxes (such as Home/Work), but when I press OK it doesn't seem to save it. If I then go back into the list of Allowed programs and features, it's not there. This happens to all my programs that I'm trying to allow. Every time I launch things like Steam, games on steam, or google chrome, my firewall asks if I want to allow it. Thanks.
