PCIe lock help

Just push the card into the slot firmly until that pops up and latches.

So you know how PCIe 16x slots have those little locking tabs on them to lock the GPU into the slot?  Well, I've never seen one like this really.

 

It moves up and down, but doesn't seem enough to get the bracket underneath it.  Is there some way I'm supposed to insert the card?
