If I use an AMD X4 860K, Gigabyte 960, and 8 gb of G skill ddr3 ram, how well will I run The Witcher 3 on medium to high settings?

Depends on the resolution. You'd probably run it very well at 720p.

My old 670 could do Med with AA at 60 fps. Your CPU isn't as good as mine, but you could definitely to run on medium setting. Tough you might experience with microstutter because of your CPU.

Witcher 3 is quite demanding, so don't expect high on 1080p... but low to mid maybe should be fine i think

Quite well actually, you should be able to do medium at 1080p with no HairWorks.
