Why is windows firewall not saving settings?

Everytime i open chrome i get this http://prntscr.com/cl7wj3 clicking allow access does not make it go away.

If i disable the notifications in firewall they turn right back on http://prntscr.com/cl7x55 not on a restart but if i close the firewall window they just turn right back on.

I am getting this same issue, its a big problem for me because it is blocking access to ShareX, which is a screensohting service I use on a hourly bases. 

I was thinking it was a bug in an older version of Windows I was using, but I just updated to the latest version and still have the same problem. 

Please let me know if you figure anything out, ill be posting on Toms Hardware to hopefully see if anyone there seems to have a fix.

Same here. All of the created rules are disappearing too and being reset, really annoying.

i had the same problem to had to reinstall everything...
I have a feeling it was a windows things so i no longer install optional updates

But i wonder do u have tunnelbear installed on ur computer?
