i have a dl dvi d to vga does it have a built in converter or do i need to get a dl dvi d converter to vga or a vga  splitter

A passive dvi to vga adapter will work just fine.

As far as I can tell it depends which particular GT 730 you have. Some have a DVI-D port which cannot be passively converted to VGA.

As far as I can tell on their site, they offer more than one GT 730. A lot more - 19 by my count. And it depends on the particular model whether it has a DVI-D or DVI-I port. DVI-I carries a VGA signal, DVI-D doesn't (D is for Digital, VGA is analog).
