SpeedTest = SlowTest?

So I did a speedtest on my computer using speedtest.net, it said that i'm getting: (ping:31), (Down:16.57), (Up:5.69). I usually get around 15, 65, and 5. Immediately after doing that test I went to fast.com to do the test and it said that i'm getting about 65 there. @iamdarkyoshi tested it with speedtest on his laptop, connecting in the same way and he got normal. Can this be explained?
