always get a ssd boot drive. its relatively cheap and increases the performance of your pc drastically.

thanks for the suggestions! yes an OS is important sadly but i think i can let him off on an Windows 8.1 OEM. also peripherals needed, more emphasis on a gaming mouse than keyboard, also keyboard prefably backlit.
