When I boot up my PC the temps on my CPU are a little too high.

I'm using a grid+ to control my case fan, and when it gets into windows fan speed ramps up to 100% and the temps are on 41°/42° C

After 5 seconds max it drops to 29, than it hovers from 30 to 42 depends on the load, in-game I've seen temperature around 59°C

On stress test around 64°C.

 

Ambient is 24C

 

I'm using a 212Hyper as a cooler, but I cannot explain that boot temps, is that normal!?

Well, no one replied, but if anyone is using CAM software and having this issue it seems that he is the reason the temperature spikes on boot, he puts 40% load for a minute and honestly I don't know why the temperature raises so bad, if you disable CAM on bootup the temperature stays put on 28-29.
