I had this issue too. Check the video setting and make sure triple buffering is enabled. Csgo is very lightweight optimized because cards can have it reach 200+ fps and the monitor can not keep up. If you can turn on g sync to allow for capping on monitors refresh rate as well to help smooth it out even more.

it could be that you run into a cpu bottleneck at such high fps, causing the stuttering. try setting a frame limit at something like 144

CPU?????????????????????????????????????????

If an i7 4790k is bottle-necking on CSGO, CS FUCKING GO, then I'm done with life.

Could be a driver issue maybe? Make sure all your drivers are on stable versions and/or up to date. Even your sound drivers. I have had problems with sound drivers causing me to stutter on my laptop. CS:GO is fairly dependent on CPU performance so even if you had something like a GTX970 you would probably still be getting about the same FPS. Given that you have a 4790k there is no way that your CPU is not powerful enough to run at very high fps. Do you have any other software running in the background that could interfere with the game?

edit: also, make sure multicore rendering is enabled in cs:go video settings. And I assume your temps are fine? Could be throttling if your cpu is overheating for some reason.

I honestly can't see anything wrong with the temps or anything like that. That's why I'm asking if there is some kind of program out there that can log sudden drops in either CPU or GPU usage or whatever that way I know what is fluctuating. I have a feeling thought that it might be because it's on my hard drive and not my SSD so I'll actually move it over now and see how that goes.
