Radiator fans can be configured for either intake or exhaust. Generally people do intake as that way you will have fresh air cooling the radiator.

As mentioned you can set them up either way, taking fresh air as intakes or exhausting out the hot air, as for full replacement cables Cable Mod is probably one of the larger ones out there if your just looking at extensions Bitfenix, and Silverstone both make good ones.
