XTU really high variation in CPU utilization

I'm setting up my 6700k on a Gigabyte Z170 Gaming 7. I'm trying to run the XTU benchmark, and whether it's at stock or 4.6 GHz with 1.3v, this (see attached) always happens. As far as I'm aware, shouldn't it be about 2$ variation, not 40%?

 

Any help would be appreciated.

Cpu usage means you have something using it, check task manager to see what program is using the cpu power.

Haha sorry, I should have explained. 

This is during a benchmark - I thought it shouldn't go below 97% during a benchmark

It could be overheating, what are the temps like, if not then try another benchmark.

for benchmarking, it is a different testing methodology than the linpak stress testing..
