Hyper 212 Evo is a decent, cheap option. Otherwise a Corsair AIO watercooler

You could help by mentioning your budget for the PSU and CPU cooler. Here are some general recommendations:

PSU:

$60: SeaSonic M12ii 520w / Seasonic s12

$80: EVGA gs 550

$100: Corsair RM750x

CPU Cooler:

$30: Hyper 212 (Since you wont OC get this and save a bit of $ for a ssd)

$50: Phanteks TC12DX

$90: Noctuna NH D15 / Phanteks TC12DX

 

As for 1070 vs 1060:

If you want to game on 1440p, its worth it.

For 1080p get the 1060

 

Also get a cheaper case and get a ssd
