Old external hard drive not seen

hey so i found my old hard drive and im trying to get data off it it shows up in device manager and all not in my computer this is it at the bottom disk 3 in the pic any way to get data off it by merging the unallocated space together or will that wreck any data on it

unallocated means empty space, Windows doesn't see anything in those partitions

 

If there is/was any data there, it's gone now

so can i restore the drive to being seen by making new volumes?
