Currently - 460 is the best low-power GPU. At less than 75W it beats out the 950 which needs 75-90W. 750 Ti is just a memory of a time long past. I should know, my Y50 has a 860M (750 Ti rebrand)

I would go with the RX 460 and the reasons are:

-it is newer

-needs less energy 

-in some cases less expensive

-gaming should be a bit faster at 1080p

-better display connectivity

 

This is only a personal opinion and in some cases the 750ti may be better but i would still chose the rx 460 because i would use it for multimedia and not gaming. I hope it helped you a bit in choosing the card.

It's actually a LOT better at 1080p - as you can see from Guru3D - it's beating the 950.
