PSU problems, help diagnosing if its dead

So today at 5am I was woken by the fact that circuit breaker was tripped (the click of my circuit breaker is very loud). To be sure I unplugged my pc from AC power just to be safe. When I plugged my pc back in I heard very loud noise that sounded like coil whine I unplugged pc and went to bed. Now when I woken up the coil whine is still there or almost non existent or much quiter, but pc wont turn on. I dont have spare psu laying around, so cant test that. I suspect that it was my psu that tripped the power and its dead now. What should I do now?

Buy a new PSU and don't touch the old one. If the old one was one of those cheap Chinese ones there's a good chance it fried other things in your system too.

I edit my posts a lot.
