You don't have to overclock but I highly suggest you should. For the monitor, get whichever is cheaper.

I want to build a gaming rig , should I go with Dell S2216H with nzxt phantom 410 or nzxt S340 with Asus VX229H , which combination will be better ?

My budget is around 1000$ and it's for gaming . I want to buy an i5 6500 with a sapphire rx480 , I'm not sure whether i should save some money buying dell and use it to buy phantom b10 or should I take the asus one and s340 , you can suggest the full config too . I'm not going to overclock so I don't need a high end motherboard and a 500w psu should be enough I guess.
