Alright, I did not see your question about the motherboard size. The only advantage of haveing a Full atx motherboard is the amount of PCI slots. So if you do not plan on haveing a lot of expansion cards (video cards, sound cards, PCI ethernet, etc.) then you should be fine with a micro atx. As for monitors, I found this one and it has been referenced as one of the best budget monitors on several sites. If you are willing to spend $190, then you can get the 27in model. It only has a 5ms response time but unless you are a professional gamer you should not notice the difference. If that one doesn't trip your trigger, then here is a list of monitors in your price range. 

 

Also, I do not know if you are looking for these, but if you want a good speaker system these are a good choice. They add a good amount of money onto your total, but they are well worth it. Maybe this is something you can think about in the future
