You seem to have a pretty solid build. There are a few recommendations I could make, but they are largely for budget or aesthetic purposes, rather than any pure performance reason.

For a gaming PC, you don't need 32GB of RAM. There certainly isn't any reason you SHOULDN'T have that much, but you can save some money in this area by going 16GB of RAM if you would like.

For aesthetic purposes I would recommend an AX760i instead of your HX850i. Your total wattage even with overclocked SLI isn't going to be too terribly huge, and this PSU would do just fine. the AXi series is also a slightly higher quality than the HXi series so it would be a good swap to make not only for the aesthetic reasons. If you're really worried about total wattage, you could always get an AX860i, but i just suggested the 760 to save costs since you really don't need the headroom anyway.

You don't need a sound card. However if you really want one there isn't really any problem with having one. But most people aren't going to be able to notice the difference between the sound card and the motherboards on board audio.

I would recommend a different LED fan than the AF120 you have input there. Check out Corsair's new line of LED fans. They're pretty sweet.

There are other gripes, but they are not a big deal. and even all my previous input above, these are all just suggestions and ideas. There is absolutely no reason you need to adhere to any of them. Most of the decisions you could make differently are just budget or personal decisions at this point. There is nothing wrong with buying that exact part list if you really wanted to.

I'm thinking of making a new pc. Here's the part list: http://pcpartpicker.com/list/2wBhkT. I want this system to run games at 4k with 60fps or higher. What do you think? What would you do differently? Is there any way to lower the cost?

Buy your copy of Windows 10 at somewhere else (kinguin comes to mind), I think the sell Windows 10 Home OEM for like $30 so you'll be saving a good $60, which you can put towards something else in your build.

Also, like @vinnys said, go with a 1080.

Want to know which mobo to get?

Spoiler

Choose whatever you need. Any more, you're wasting your money. Any less, and you don't get the features you need.

Only you know what you need to do with your computer, so nobody's really qualified to answer this question except for you.

Are you just gaming?

Also you'd need a titan XP to run games 4k 60fps, it's a lot better than a dual GPU set up, overall I'd give up on 4k gaming for now and just run games 1080p max settings on the 4k display, and lesser games like Dota 2/CS:GO will run at 4k with a GPU like a 480 + sweet free-sync display

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?
