Currently buying a used GPU, before he said $60, i can benchmark it, now hes saying $40 bucks no benchmark. Currently feeling that this is extremely sketchy. Should I say yes? (note, i dont know where he lives. so if it doesn't work and he stops emailing, rip money) Or should I ask him if we could meet at his house?

This is what he said.

"Here’s the deal. I’m selling the video card because a new one is coming in on Tues. So if you want this card for $40 no benchmarking, its yours. I don’t have time for benchmarking. Take it home, if you don’t like it over the next couple of days, you can give it back and get your money back.

I can meet you at Tim's next Tues or later anytime. Let me know."

Don't take. Plain and simple. Dude is trying to scam you, most likely. Benchmarking really doesn't take long; if he's not willing to make an effort to sell his product, then you shouldn't be willing to buy it either.

To be honest, I get the same way when I'm selling less expensive stuff.  It's often too much of a hassle to allow buyers to do lengthy testing and even worse when you do allow it and they don't buy it.  There are a lot of people out there that like "window shopping."  :D

Don't get me wrong, I personally test everything I buy used, but if something is $40, I don't usually sweat it too much.

Tell him that you'll do the $60 if he'll let you benchmark.  Then do your benchmarks and after your done, change your offer to $40.  If he doesn't take it, compromise as much as you're willing to.  If not, walk away.  It's really that easy.

Good luck.

Where are you buying it from and what GPU?

IMO, if it's like a local deal (craigslist, hwswap, etc), they should definitely be willing to test it.  But if it's some ebay seller, I can understand if they offer a return policy.  Some sellers will sell in bulk and don't have time to individually test.  The fact that he slashes the price tells me it's kinda fishy too.
