Capping Home network?

So i have a 4mb/s dsl line.

 

How would i be able to limit my personal computer to use only 50kB/s, and the rest of the network being able to use only 350KB/s?

 

But i would also like to toggle it, for when i have to download on my PC, It would be able to use full bandwith?
